Compliance Assessment: Importance and Challenges for the Toy Industry

Abstract

The growing scenario of the toy industry has been gaining space over the years, with approximately five hundred national companies that employ around 36,500 people. The
competitiveness scenario shows that toy manufacturers are increasingly developing strategies that fundamentally aim at increasing production scales, thus seeking to ensure constant improvement in processes. Due to this great demand, there are important questions about Toy
Safety, the child's relationship with the toy, guided by the practice of "playing" aimed at its target audience, which may be intended for children up to 14 years old. Manufacturers, in addition to complying with consumer protection agencies, must also obligatorily comply with legislative issues, from INMETRO, the agency that regulates these actions in Brazil. According to INMETRO, specifications regarding toys must meet the Technical Quality Regulation for toys (INMETRO Ordinance No. 302/2021), which addresses a series of requirements that the toy must meet, from the technical requirements of the toy factory requirements. This work aims to show the importance and challenges that toy manufacturers need to go through to meet INMETRO regulations to market their toys in Brazil. The methodology is based on the narrative bibliographical review for the survey of the scientific material of this article and elaboration of the theoretical reference. It is noteworthy that this work seeks to cite, address, determine, demonstrate and list elements of the Toy Conformity Assessment, focused on the Certification process, with strong attention from the manufacturer in the product development processes
